<li>Improving the access to Hillingdon Underground station from both Long Lane and the commuter car park, subject to further discussions with TfL.</li>
<li>Investment into car parking facilities on the site and simplifying access.</li>
<li>Re-working the entrance/exit for the current commuter car park and repositioning this to be off the existing Western Avenue roundabout on Freezeland Way.</li>
<li>Options for improving the frontages onto Long Lane and providing more attractive walking routes and a better overall connection between Hillingdon Underground station and the shops and services further to the south on Long Lane.</li>
<li>A scheme which would support Hillingdon as a local centre – providing an anchor foodstore of the size needed to keep people in the local area and encourage them to make linked trips to other local shops and services.</li>

<p>Local newspapers across the country, including the <a href="http://www.uxbridgegazette.co.uk">Uxbridge Gazette </a>locally, are seeking out the best new businesses for whom to award three months free advertising and a program of dedicated business mentoring.</p>
<p>You now have the chance to win thousands of pounds worth of advertising and some great advice through &#8220;Local Business Accelerators&#8221; which is backed by Dragons&#8217; Den judge Deborah Meaden. It will give a £15million shot in the arm to fledgling businesses in the form of free advertising in local newspapers, with a package of mentoring from business leaders in each area.</p>

<p style="padding-left: 30px;">I am changing my mind. Within my lifetime extra capacity will be needed for planes to land in the London area. The issue cannot indefinitely be kicked down the tarmac. Another runway at Heathrow would be hell for millions. The concreting of green land in the South-East should be near unthinkable, which rules out Gatwick and Stansted.</p>
<p style="padding-left: 30px;">I turn reluctantly to the Thames estuary as offering the least harm for the greatest gain.</p>
<p style="padding-left: 30px;">Back in 1971 a great battle was fought to prevent a third London airport on Maplin Sands off Foulness Island in Essex. It was <span id="more-995"></span>miles away and stuffed with birds, but the cost of that victory was Stansted, a tragic blight on the Essex countryside.</p>
<p style="padding-left: 30px;">Since then, fierce arguments have taken place over using Gatwick&#8217;s second runway &#8211; against a pledge to local people never to do so &#8211; and against similar pledges against seeking a third Heathrow runway, pledges the last government tried to break. Meanwhile, flights are crammed into Luton and elsewhere, while Heathrow creaks and groans, offering barely half the destinations of Frankfurt or Paris&#8217;s Charles de Gaulle.</p>
<p style="padding-left: 30px;">Like most Londoners, I regard the Thames estuary and the settlements along its shore as unknown territory probably full of dragons. North Kent and south-east Essex are little visited, and much of them are little occupied.</p>
<p style="padding-left: 30px;">Marshes, flat farmland, islands and inlets merge into wide, hazy horizons. It was country beloved of Dickens and Conrad, perhaps because of its distance from the big smoke, its flat nothingness. There are pockets of charm, Hadleigh castle, a few fishing villages, the Medway estuary, the Sheppey coast, an old church here and there, but mostly it is a wilderness of marginal farms, oil terminals, squatter settlements and acres of mud and marsh.</p>
<p style="padding-left: 30px;">Is it not the best place for a vast fourth London international airport? The London Mayor, Boris Johnson, has long championed the cause of a new island airport in the Thames estuary off north Kent, roughly opposite where Maplin would have been. His idea is for two runways in mid-stream, with two terminals on the north and south coast and a maze of undersea transits. It seems a recipe for expense, but is at least out of sight and mind.</p>
<p style="padding-left: 30px;">A more recent proposal, from Foster and Partners, is for an airport on the Isle of Grain opposite Southend, similar to Foster&#8217;s giant new airport for Hong Kong. This would be served by rail rather than road, but would link to the M2 and Eurostar line at Rochester. The cost of both these gargantuan projects and their infrastructure would be in the region of £40 billion and £50 billion, and that is not counting the cities that would be required to support them onshore.</p>
<p style="padding-left: 30px;">I have toured the area and can report that even the Isle of Grain has some character. Cliffe and Cooling have fine churches, the latter depicted in<br />
Dickens&#8217;s Great Expectations. Ancient farms and hamlets seem lost in time. There is a ghostly wildness to this part of north Kent that is undeniably rare, and I am sure the citizens of Gravesend, Rochester and Gillingham regard it as special.</p>
<p style="padding-left: 30px;">But development is a matter of balancing goods and evils. It is hard to imagine anywhere in southern England where airport development would impact on fewer people and cause less intrusion on the countryside. There are reputedly 258 species of wildlife in occupation of the Isle of Grain, of which a dozen are even &#8220;threatened with extinction&#8221;. But I am sure the same applies to Maplin and to the island site. And how can we measure this against the human misery and destruction of nature that would attend the expansion of Gatwick, Heathrow and Stansted?</p>
<p style="padding-left: 30px;">If there was any justification for the Olympics in Stratford or the Dome in north Greenwich, it was that they might bring some long-term prosperity to parts of the capital that seem detached from that of its northern, western and southern outlying suburbs. With the exception of the island fortress of Canary Wharf, from Docklands eastwards has been almost unrelieved poverty, which is one reason why the population density is so low.</p>
<p style="padding-left: 30px;">Both the Dome and the Olympics have been one-off investments, &#8220;lumpy&#8221; projects with a short life-span and uncertain longevity. The Dome is only now coming to life, and then mostly at night. The Olympics is almost certain to be, like most prestige sports venues, a parking lot for disused stadiums.</p>
<p style="padding-left: 30px;">Architect Sir Terry Farrell, who recently prepared a masterplan for the &#8220;Thames Gateway&#8221;, remarked that the area was so little inhabited and, in many respects, so rural that it could one day be handled as parkland, indeed as a national park of the estuary. But without an economic generator and employment focus, park is all it is likely to be. With such a generator, these coastal settlements will prosper and grow. The urban drift will emphatically shift east.</p>
<p style="padding-left: 30px;">A big airport is a city, supporting a population of some 100,000 souls. It is activity, jobs, wealth and development. East of London is not an ideal location for links to the rest of Britain, but it is for the rest of Europe. More to the point, an airport in the Thames would relieve the near intolerable pressure on London&#8217;s existing airports and those living round them.</p>
<p style="padding-left: 30px;">I hate big projects. They tend to cost too much and run away with themselves. Too many people have a vested interest in them, and tell lies to get their way. But an airport is an airport. It is needed because, like cars and motorways, people will continue to own them and want to use them. People will not stop travelling. If more planes must land in London, to the east is where I would put them.</p>

			<content:encoded><![CDATA[<p><strong>Community Update For the 24 Hours Up To 1200 11 August 2011</strong></p>
<p>The last 24 hours have seen no crime that might be specifically attributed to any ongoing disorder in London or the UK.  We fully expect this to continue.</p>
<p>The last few days have been challenging for everybody and our officers have worked long hours to ensure that Hillingdon remained a safe place. Many of our officers are still supporting the wider Metropolitan Police Service operation and because of this, some services are working at slightly reduced capacity.  At this time, we are unable to open our front counters at Hayes, Ruislip and Northwood.  We apologise for this and will endeavour to get these services running again as soon as possible.  There remains a 24/7 front counter at Uxbridge and of course, we remain contactable through the emergency 999 system or through 101 for other enquiries.</p>
<p>Our communities continue to work with us and we are grateful for the messages of support we have received as well as the information given to us regarding suspects and offenders.  We are resolute that all those who sought to undermine our society over the last few days will be brought to justice and that process has started locally with a significant number of people charged with a variety of offences.</p>
<p>While the Metropolitan Police Service remains capable and prepared to deal with any recurrence of recent disorder, Hillingdon Police have moved back to a business-as-usual posture.  We are maintaining our usual 24/7 response to public requests for assistance and our Safer Neighbourhood Teams continue to work within their local communities.  Our investigators continue to deal with any and all matters brought to our attention.</p>
<p>Unless there is a significant change to the policing landscape in the next 24 hours, this will be the last community update provided for the time being.</p>
